• In most states, the minimum group size is 2 enrolling employees.  However, in the following states, there is a higher minimum group size required: DC (101 FTE), DE (6 eligible), MD (51 eligible), ME (15 eligible), NC (20 eligible), NH (51 FTE), NY (101), RI (51 eligible).
